In short
Intel's SEC filings, dilution reads and shares outstanding stay off until you type a real contact email in Settings > Intel > Contact email: the SEC refuses anonymous requests. The status lines at the top of the Intel tab say which source is off or waiting. Intel also follows at most 40 symbols, in this order: what you hold, then your desks, then the IBKR scanner's list.
Intel is built entirely on what you already have and on free public sources: the news and borrow data on your IBKR account, SEC EDGAR, FINRA and Nasdaq. There is no data subscription to buy. That also means each source has its own reason to be quiet, and the Intel tab tells you which.
Open Settings (Ctrl+,) and pick Intel. Under Intel (borrow, dilution, catalysts), five lines show each source as it is right now.
When everything runs, they read like this:
The most common one. Without SEC data there are no filings, no dilution chip or read, no warrant or offering lines, and no shares outstanding (the SHS OUT column and market cap in scan panels stay empty).
Under SEC EDGAR, type a real address you read, such as your own email. It needs an @ and a dot; a placeholder like you@example.com is not accepted by the SEC. It is sent only to sec.gov, in each request's header, as the SEC's fair-access rules ask.
The line changes to SEC filings: waiting for sec.gov, then SEC filings: live once the first request answers. Dilution reads then fill in as each symbol's filing history loads.
The email is set but sec.gov has not answered yet. If it stays like this for minutes, sec.gov is unreachable from your computer (a firewall, proxy or VPN), or it is refusing the requests. Check that the email is a real one and that https://www.sec.gov opens in your browser.
Headlines come from the news providers on your IBKR account, through TWS. This line waits until TWS is connected (guide 13.1). Once connected it lists the providers, for example News: Dow Jones. If it stays empty while connected, your account has no API news providers turned on: check your news subscriptions in IBKR's Client Portal.
The shortable-shares and fee file comes from IBKR's public FTP server (ftp2.interactivebrokers.com). If it never loads, a firewall is blocking FTP. Borrow reads still work from IBKR's live shortable data; the file adds the borrow fee and the shares available.
An OpenAI key is optional and the only paid extra, a few cents a day. Without one, OpenAI: no key, keyword grading only is normal: headlines are graded by keywords, and no warrant or offering prices are pulled from filings. "Key rejected" means OpenAI refused the key: paste a working one under OpenAI (optional) > API key. Details in guide 9.1.
Intel follows at most 40 symbols, picked in this order:
So a name far down a long scanner list may have no chips. Load it on a desk and it moves up the order. A desk that has shown no quote for 15 minutes stops counting.
